Scott M. Foland, P.E. is the Director of Engineering and Public Service. He is a Professional Engineer licensed to practice in the State of Michigan. Scott received his Bachelor of Science Degree in Civil Engineering from the University of Toledo in 1993 and has over 16 years of engineering experience working with both municipalities and private firms. Mr. Foland was appointed the Director in November 2008.

To cost effectively maintain all municipal streets, right-of-ways, parks, vehicles, equipment, grounds and facilities in a clean, safe, and aesthetically pleasing manner.


THE DEPARTMENT OF ENGINEERING AND PUBLIC SERVICE is comprised of the Department of Public Service (DPS), Engineering, and Motor Pool divisions. All divisions are headed by the Director of Engineering and Public Service Scott Foland, P.E.

DPS is responsible for city roads, storm sewers, park maintenance, building maintenance, transfer station, RV storage site, and city trees. Refuse and recycling collection is handled by a private contractor but is overseen by the DPS. Examples of work include clearing roads of snow, fixes potholes, installs road signs, maintains athletic fields and plants and trims trees, and provides special pick-ups of concrete and dirt. The city's noxious weed ordinance is also overseen by the DPS. All of the city's 209 acres of parks are maintained by the DPS.

The Engineering Division is the liaison between the city and its consulting engineer (City Engineer) and assists other departments with engineering issues. Engineering also, provides input to the Planning Commission and Building Department for proposed and existing developments in the city. In addition, Engineering sets the city engineering standards street and utility construction must meet and supervises internal construction projects performed by the DPS.

The Motor Pool is responsible for acquiring the City-owned fleet of vehicles and equipment and maintaining them in a safe, proper functioning condition. This includes all Police, Fire, and DPS vehicles and city-owned maintenance equipment such as lawn mowers, chain saws, pumps, etc.


The office is located on the North side of Van Horn Road between Hall Road and I-75.
