Scott M. Foland, P.E. is the Director of Engineering and Public Service. He is a Professional Engineer licensed to practice in the State of Michigan. Scott received his Bachelor of Science Degree in Civil Engineering from the University of Toledo in 1993 and has over 16 years of engineering experience working with both municipalities and private firms. Mr. Foland was appointed the Director in November 2008.
